Why don't we do this in PA?

When you take a trip like this on a motorcycle you have a lot of time to think. While driving through Kansas I saw thousands of bales of hay along the road. Bill Thrush and I saw these last year out west as well. Locals call it "farming the ditch". Local farmers are allowed to cut the hay in the middle and along large highways and take it away. Think of the money being saved by not having "highly motivated state workers" out mowing the highways all the time. Besides, it is putting a natural resource to work and feeding those tasty cattle I passed along the way. Did I say that I had to celebrate with a steak dinner at a Texas Road House last night? :-)
